Islamabad has quietly unlocked a faster lane for digital investigations. The Federal Investigation Agency (FIA) and Meta Asia Pacific have formalized a direct communication channel that bypasses the old, sluggish system for requesting user data from Facebook, Instagram, and WhatsApp. This shift could reshape how Pakistan tackles online fraud, hate speech, and child exploitation. Main Developments Under the agreement, Meta has officially recognized the FIA's Single Point of Contact (SPOC) based at the National Command and Control Centre (NC3). All lawful data requests now flow exclusively through this hub, including preservation requests, basic subscriber information, account registration details, login IP history, content removal requests, and emergency disclosure requests. The process begins with an Investigating Officer compiling a case file with all legal documents and relevant Meta account identifiers. After scrutiny and approval by the Circle In-charge, the request moves to the FIA's SPOC at NC3, who submits it to Meta APAC through the established channel. Officials say this cuts response time from months to days. This process often took months, creating critical delays in time-sensitive cases involving terrorism and child exploitation. The lack of a direct line also meant requests could get lost in bureaucratic red tape across multiple jurisdictions. Meta, which owns Facebook, Instagram, and WhatsApp, has faced growing pressure globally to streamline law enforcement access while maintaining user privacy safeguards. Pakistan's FIA had long sought a more efficient mechanism, particularly as cybercrime rates rose and online hate speech intensified. For law enforcement, it removes a major bottleneck in investigations where every hour counts. FIA Director General Dr Usman Anwar stated the channel will "significantly enhance our capacity to respond to time-sensitive cases involving terrorism and child exploitation." The centralized routing through NC3 also introduces accountability and an audit trail—each request is tracked from submission to resolution.
